Those are ripe fruits of Persicaria perfoliata, aka mile-a-minute, a highly invasive annual plant originating from Asia. NJ Dept. of Ag. has released a weevil that only eats mile-a-minute to biologically control this species. From what I have seen in the Meadowlands this summer, the weevils are at a population level where they are beginning to make a difference. http://www.nj.gov/agriculture/divisions/pi/prog/beneficialinsect.html
