What kind of nest box is this — and how can you tell?

I’m pretty sure it is a used Tree Swallow nesting box. There is a thick layer base of base material topped off with white/pale feathers, which seems to be the birds’ preference. If the nest were active, there would be a more complete “cup” of feathers on the top, in which the eggs would be laid.
